Even though 13 and 10 years have passed respectively since the LTV and DTI regulation, typical macro-prudential policy instrument, was adopted, misalignment between normative goal and practical target of the regulation is being fossilized as the regulation is ruled through micro supervisory code. These existing states retrogress to global trend, which already materializing system reform for financial stability by reorganizing macro-prudential policy operating system. So, this study proposed improvement issue over korea model macro-prudential policy as checking the current regulatory governance on LTV and DTI with having critical mind. For this, requirement of good regulatory governance was extracted through theoretical arguments on regulatory governance, and role model of leading countries and international discussion on macro-prudential policy operating system were examined. According to the analysis, it was verified that current regulatory governance on LTV and DTI is to be poorly equipped to requirement of good regulatory governance and fell short of the global standard in terms of tide and recommendation. After all current regulatory governance needs to be reformed as follows; constructing macro-prudential policy committee based on law and establishing executive office of the committee in bank of korea.

The purpose of this study was to examine the effect of marine industries on job creation and regional economy in Busan. The study analyzes the effects of the various projects related to marine industries development policy in Busan and answers the question of how to link the effects to development of ocean related industries as well as the economic activation of Busan area. marine industries means various productive activities that develop, use and protect the ocean. Also included are new economic activities that realizes sustainable developments in the inter-relation with the Ocean. Busan, the largest seaport city in South Korea has faced a few strong challenges, among them is the issue of jobless growth. The economic growth rate has been on a gradual decline, and the employment rate has been hovering for the past decade. Also, the economic structure of Busan which focused on export and manufacturing has weakened the ability to create jobs. The low productivity of small and medium-sized enterprises and marine industries, which are responsible for most of the jobs created. To maximize the above positive effects of Busan marine industries, this study emphasized several strategic alternatives and future strategic options of job creation for Busan and other seaport cities.

This study analyzes the reasons of unemployment in Kwangyang Bay Area in view of job mismatch and labor demand shortage. The unemployeds were decomposed by structural mismatch, frictional mismatch, and demand-deficit unemployment. For this purpose, the 2012-2014 WorkNet``s recruit and job-seeking data provided by Korean Employment Information Service were used. The four regions included Kwangyang, Sunchon, Yeosu, and Hadong, and total 23 job fields were analyzed. The results from the decomposition of job-seekers indicated that four regions in Kwangyang Bay Area showed higher unemployment rate based on labor demand shortage than the average rate of JeollaNamdo. While Sunchon and Yeosu have lowered the level of frictional mismatch, Kwangyang showed higher level of frictional mismatch. Yeosu had relatively high rate of structural mismatch, and high rate of employment, simultaneously, implying improvement in mismatch could lead to increase in regional employment. To mitigate structural mismatch, competency discordance should be reduced considering mobility between jobs. To decrease the level of frictional mismatch, reliable information about and employees and job-seekers should be shared and open.

In the coming of technoscience society, the term of risk is mainly meant to be technological risk, that is to say, most risk issues are caused mainly by technologies or technological infrastructures. In the risk governance studies, the importance of technological risk has been growing rapidly. If we understand the relationship between governmental trust and risk perception in full length, we can take a good position to prepare for good risk governance. Firstly, we review existing studies related to the concept of governmental trust and risk perception, and build up the conceptual framework of trust and risk perception, and present research questions and hypotheses. Second, we analyze empirically the relation between governmental trust and risk perception through SEM(Structural Equation Modeling). Third, we try to look at the changing pattern between governmental trust and risk perception based on the six science-related risk issues. Finally, we explain the result of the analysis, and suggest policy implications.

The purpose of policy instrument research is to build causal knowledge on the choice of policy instruments and its consequences for making better decisions in addressing public problems and achieving public goals. The main goal of this study is to discuss research field and issue of policy instrument for more theoretical and analytical policy instrument research. this study analysis 91 korean journal articles, what they want to point out and what their target policy instrument. Results show that 1)an Empirical studies are more than theoretical studies, 2)many studies focus on rational choice of policy instruments for solving policy problems, 3)many studies compare different policy instruments, 4)rare studies deal with policy instruments mix. this study points out that more need studies about policy instruments mix, non-linear approach methods and to make general analysis model for multiple policy instruments interact.

The problems associated with urban sprawl have long been recognized. Particularly, as its major characteristics of unlimited outward extension of new development, it has evoked a variety of environmental and socioeconomic problems that have led to a threat to urban sustainability. In response to the problems of urban sprawl, compact urban development has been proposed. The main essence of compact urban development consists of high-dense development including the preservation of undeveloped green-field, the mixture of land uses, the provision of efficient urban transport systems, the proximity of various urban functions to increase social and economic interactions, and etc, which promote environmentally friendly urban development and socioeconomically efficient urban form that encourage urban sustainability. The idea of the compact urban development has increasingly been utilized the core strategies for urban regeneration in many cities of the world in recent years. However, it is doubted that the main characteristics of the compact urban development, such as high-density and the mixture of land uses, would promote sustainable urban development. Particularly, the urban regeneration through the compact development tends to concentrate on the redevelopment of the central city areas, which could produce negative effects on urban living environment and social equity. In spite of economic efficiency, the compactness of development on the central city leads to the bustle of city life as the intensity of various urban functions in the limited space, which negatively affects the overall urban living condition. Moreover, the concentration of development potentials on the central city raises real estate and housing price in there that makes difficulties with access to the revitalized central city for lower-income households. As a result, the central city becomes a place for those affluent upper and middle classes who are able to bear the expanse that leads to the gentrification of the central city. Furthermore, as the concentration of redevelopment on the central city, the socioeconomic aspects of inner-city areas have further been depressed due to a lack of financial investment from both public and private bodies. This leads to the polarization between the central city and the inner-city in terms of development potentials, which divides the city into two cities. Overall, it seems that the urban regeneration through the compact development may not be seen as a way of achieving sustainable urban development. The purpose of this study is to examine the validity of the compact urban development, particularly the urban regeneration through the compact development, in terms of its impact on urban living environment and social equity.

This paper addresses the research question, "Who is more likely to use email: high-level or low-level employees?" In discussing the question, this study reviews important literature on CMC, particularly focusing on methodological issues, and suggests two important implications. First, the findings of researchers such as Rice, Hughes, & Love (1989), Rice & Torobin (1992), and Markus (1994a; 1994b) are inconsistent with what information richness theory suggests (e.g., Daft & Lengel, 1986; Daft, Lengel, & Trevino, 1987). This contradiction might be explained by a methodological difference between the two groups of researchers - e.g., the "observational and experimental" method in Markus (1994a; 1994b) and the "projective" method used by Daft et al., 1987). Second, as the use of email becomes widespread, researchers’ interests have moved from testing whether or not managers are more likely to use email than lower level workers to identifying motivational differences between higher-level and lower-level employees in choosing the medium. This study concludes with some suggestions for overcoming the methodological limitations revealed in the previous researches.

In the Korea context, the revitalization of local grassroots community by the residents own is not easy. However, the support of local government brought not resident-led but government-led revitalization of local community. This government``s support resulted in dropping the ability to stand on residents own and criticized for being "making community by government" So how community activists are hoping to play a role in local government? This study tried to answer this research question by interview community activists in Daejeon. This study drive desirable role of local government for revitalization of local grassroots community based on perspective of community activists in Daejeon.

Since 1980s, the provision of the public service by contracting out has increased and the importance of this provision mode has been emphasized, because the government has aimed to improve efficiency and performance in the public sector based on neoliberalism and market-based governance. Previous studies about contracting out has focused on the study on arguments for and against contracting out and the prerequisite for success in contracting out, on the study on empirical-positive approach in terms of outcome of contracting out, and on the study on problems in the contracting out process. This study uses the delphi survey research on the ordinance related to contracting out in the local governments and aims to improve the contracting out system in the local governments.

This study reviews the seemingly unexamined assumption about the relationship between investment to culture and local economy. Specifically, this study tries to determine whether the investment to culture is a valid alternative that promises the development of municipalities. This study analyzes the case of Bucheon, which has consistently pursued the ‘city of culture’ as a urban development strategy. First, this study assesses Bucheon’s achievement as a "city of culture". Then, it examines whether these achievements actually led to the economic development of Bucheon. Buchoen’s case shows that investment to culture can not lead to a great economic growth notwithstanding the positive expectation. This result suggests that the arguments based on the taken-for-granted assumption that a investment to culture will lead to the economic development of the city should be made more carefully than now.

The objective of this study is to search priority of policy alternatives related with youth employment. To do this, review the types of youth employment policy and budget allocations. And through previous studies and FGI, it was selected policy alternatives related with youth employment. The selected policy alternatives were classified as micro and macro policy alternatives. And micro policy alternatives were classified as six policy areas (direct employment, training, employment services, employment subsidies, start-up support, operating policy), macro policy alternatives were classified as five policy areas (industry-economic, law-system, youth-welfare, education, social-culture). Thus classified policy alternatives made a structured questionnaire and conducted AHP survey, and search priority of policy alternatives related with youth employment. And FGI and written survey were conducted to complement validity of the results of AHP which is a quantitative methods. Finally, it derived policy implications for improving the youth employment policies based on the survey results.

Public organization scholars over the past decade have shed significant light on red tape in ineffective rules. The purpose of this paper is to examine the study on transfer model from red tape to green tape in the positive function of bureaucracy. It employs the analysis of contents of answers in interview on bureaucrats in the local bureaucracy. According to the result of the analysis, the findings are summarized in four points. That is, I light on a problem-solving action through learning, rational decision of manager, cooperation system establish, stakeholder reaction and problem-solving system of rules and procedure in the transfer factor. Also, it is proposed that there is a necessity for doing a measurement study of transfer factor, with an approach to positive function of bureaucracy. In spite of such possibilities the discussion is the basic argument. Thus, this paper must follow the depths study to the verification of discussion.
